Council veteran's race draws two
challengers: Smith will face Ambalada, Boyer in Lynnwood
...The Rev. Christopher Boyer, pastor at Good Shepherd Baptist Church, has a
background in management and strategic planning, which he's taught at the
university level. "My career has been built around making communities a better
place," he said....on the question of how soon and how quickly the city should
grow via annexation...Boyer said it's wise to proceed with caution, "but let's
not be so careful ... that we miss the opportunities."
He noted that the state Legislature in 2006 gave cities new financial incentives
to help ease the potential burden associated with annexation.
Because of those incentives, which last through 2009, "it's to our interest to
take a good, hard look at some of those annexations now."

Ballot may not be long, but it'll be
interesting: Lynnwood City Council
..Boyer, 46, spent years in the theater and arts
world before turning to ministry. Now he blends both passions, as minister of
Good Shepherd Baptist Church and a member of the Lynnwood Arts Commission.
"My career has been in organizations that in some ways try to make the quality
of life better for people," he said, through the arts and social services. "It
all fits with my calling to be helping people. Running for office is the same
thing."
Boyer said he got acquainted with the council when his church sought a zoning
change to build an affordable-housing complex.
"I saw how the council worked and what was involved. Jim's been there 20 years,
and I think it's time for some new ideas and fresh views," he said.
"I've worked with governmental organizations all over the country," he said,
seeking support and funds for various nonprofits. "I've been out learning things
that I'd like now to bring back to Lynnwood."...
